Dr. Lampayan is recognized a water management expert at IRRI. He obtained his PhD in Resource Management and Environmental Science, at the Australian National University, Canberra, Australia in 2001. He has 25 years of research science and research management experience, including participatory research and development, training, and outreach activities in a number of developing countries in Southeast Asia and South Asia on water-use efficient and water-saving technologies in rice-based farming systems. Dr. Lampayan works with the national agricultural research and extension systems (NARES) partners in Asia to develop new and practical techniques to decrease water use in irrigated rice production and increase its water use efficiency. Dr. Lampayan and his research group developed the alternate wetting and drying (AWD) technique, a water-saving technology which is now widely promoted in a number of countries in Asia. Dr. Lampayan was also the IRRI-Laos country office research leader from 2012-2013, and IRRI-Laos country representative in 2014. He is currently based at IRRI Headquarters in Los Banos, Laguna, Philippines.

Dr. Antonio Lalusin Jr., is recognized of his outstanding work in plant breeding focusing on abaca, cassava, and sweet potato. His abaca hybrids with high fiber quality and resistance to abaca bunchy top virus are now mass propagated for replanting infected abaca farms and are expected to play a major role in the rehabilitation of the Philippines abaca industry that has been plagued by the disease since several decades ago. His active involvement in root crops breeding resulted in the release of high yielding and pest resistant varieties of cassava (15) and sweet potato (8) in the span of 10 years. These varieties are now grown commercially throughout the country. He has successfully blended modern biotechnology techniques into conventional plant breeding strategies like molecular marker assisted selection in screening of segregating abaca populations.

Dr. Alfredo V. Lagmay pursued a lot of studies relating to experimental analysis of behavior, behavior modification, relaxation and related studies, and hypnosis. In recognition of his work, the University of the Philippines awarded him a Professorial Chair in Psychology (1973-1975). He is also member of prestigious learned societies here and abroad including the International Council of Psychologists, American Psychological Association and the International Association of Applied Psychology. In 1984, he received the Distinguished Service Award for significant contributions to psychology and the social sciences by the Association for Anthropological Diplomacy, Politics and Society and in cooperation with the Association of Third World Anthropologists.
